In traditional cybersecurity, we govern **Actions**.

"User X tried to open File Y." -> Allow or Deny.

In the Agentic Era, we must govern **Intent**.

"Agent X is trying to open File Y... *why*?"

If the agent is opening the file to summarize it for a meeting, that's good. If it's opening the file to exfiltrate it to a competitor, that's bad. The action is the same; the intent is different.

The "Black Box" Problem

AI agents are probabilistic. You can give the same agent the same prompt twice and get different results. This non-deterministic nature makes them hard to police with static rules.

You cannot write a firewall rule that says "Block malicious intent."

Deciphering Intent

To manage intent, we need to look at the **Chain of Thought**. Modern agents often "think" before they act (e.g., "I need to find the sales figures, so I will query the database").

Governing intent involves:

**Interception:** Capturing the agent's internal reasoning or plan before it executes the action.

**Contextual Analysis:** Comparing that plan against the user's original prompt and the organization's policies.

**Real-Time Intervention:** If the plan deviates (e.g., "I will email these figures to a personal address"), the system must block the specific action while keeping the agent running.

The Role of "Guardrails"

We are seeing the rise of "AI Guardrail" systems—intermediary layers that sit between the LLM and the world.

These guardrails act as a real-time compliance officer. They scan the agent's output for:

PII (Personally Identifiable Information) leakage.

Toxic content.

Off-topic behavior (hallucinations).

We believe the future is **Intent-Based Access Control (IBAC)**.

In an IBAC model, an agent doesn't have standing permission to "Read Email." Instead, when it wants to read an email, it presents a "proof of intent" (e.g., "I am processing the user's request to summarize the inbox"). The security layer validates this intent and grants a one-time, ephemeral token for that specific action.

Conclusion

Governing actions was enough for software. Governing intent is required for intelligence. As we hand more autonomy to machines, our security systems must become smart enough to understand not just *what* is happening, but *why*.
